I don't know why I can't add friends on the app.

If you aren't able to add a friend through the app, Microsoft will allow you to add friends online. If you want to sign in with your Xbox credentials, you need to go to Xbox.com. Select your friends from the list. Hit enter in the search box if you want to enter your friend's Gamertag.
